PROBLEM TO BE SOLVED: To control, in a client-server system, the access from a terminal device depending on the state of application execution in the server. SOLUTION: In the client-server system 1, if a connection request message is transmitted from terminal devices 30-1 to 30-n to a proxy server 10 and a custom program is started up, until the data processing is made possible (initialization) after the custom program is started up, a message, that has been transmitted further from the terminal device that has transmitted the connection request message, is temporarily stored, and after the initialization is completed, the stored message is processed by the custom program. Accordingly, in the proxy server 10, before the initialization of the custom program is completed, the message is transmitted from the terminal device, so that a situation that causes a failure in normal processing can be prevented.
