PROBLEM TO BE SOLVED: To provide a silver halide emulsion excellent in monodispersity, having high sensitivity and improved graininess and less liable to aggregation and to provide a silver halide photographic sensitive material. SOLUTION: The silver halide emulsion is prepared in the presence of a fluorine-containing surfactant of the formula Rf-(O-Rf')n-L-Xm [where Rf is alkyl, aryl or alkenyl containing at least one fluorine atom; Rf' is alkylene containing a fluorine atom; L is a single bond or a linking group; X is hydroxy, an anionic or cationic group; (n) and (m) are each an integer of >=1]. The silver halide photographic sensitive material contains the silver halide emulsion.
