PROBLEM TO BE SOLVED: To accurately set a car speed necessary for protecting a clutch by taking account of respective response times in decelerating a vehicle and to favorably hold the operativity of a shift lever without impairing the protection mechanism of a transmission. SOLUTION: A shift lock control part 10 variably set an actuator operation shift car speed Y determining the operation of an actuator 9 only when the vehicle is in a braking state, beforehand according to the deceleration speed X of the vehicle. When the car speed V is less than the actuator operation shift car speed Y, a drive signal is outputted to the actuator 9 so as to actuate the actuator 9 and engage/release a stopper with a lever part 1 positioned in an N range. On the contrary, when the car speed V is more than the actuator operation shift car speed Y, it is so controlled that the actuator is set to inoperative and the stopper 8 is held the position engaged with the lever 1 positioned in the N range.
