PROBLEM TO BE SOLVED: To simplify a session establishment procedure, improve throughput, and relieve the load of communication devices and lines in PPPoE protocol procedure over the Ethernet (R). SOLUTION: A devide is provided with a means which implements a connection procedure of AC server by PPPoE protocol, and AC server management table which registers an useful AC server for a fixed time, in AC client 10 connecting AC server 40 and terminal device 60 setting over the Ethernet centralized with access from a plurality of terminal devices. It registers to AC server management table as an useful AC server, when it receives PADO packet returned from AC server, and sends PADR to the useful AC server registered in AC server management table, omitting sending/receiving of PADI packet and PADO packet, when a connection from other terminal devices to AC server is required.
