PROBLEM TO BE SOLVED: To provide a method of manufacturing powder for electromagnetic wave absorber by which the aspect ratio of the powder can be improved. SOLUTION: In this method of manufacturing the powder for electromagnetic wave absorber, flat powder having a mean aspect ratio of 5-20 is obtained by flattening soft magnetic powder having an Hv of <=250, and the powder is heat-treated at a temperature of >=400 deg.C. Alternatively, after the flat powder having a mean aspect ratio of 5-20 is obtained by flattening the soft magnetic powder having an Hv of <=250 and heat-treated at a temperature of >=400 deg.C, the mean aspect ratio of the flat powder is increased to >=20 by again flattening the powder, and then, the powder is again heat-treated at a temperature of >=400 deg.C.
