A heat exchanger (14) capable of performing a heat exchange between exhaust gas flowing through the exhaust gas passage of an internal combustion engine (11) and water flowing through heat exchanger tubes (13) to heat the water by the exhaust gas so as to generate steam with a target temperature, comprising a plurality of flow control valves (17a to 17j) capable of regulating feed water volumes to a plurality of headers installed in the heat exchanger tubes (13), wherein a control means (21) controls a feed water volume from the flow control valves (17a to 17j) based on the speed and load of the internal combustion engine (11), whereby, even if the operating condition of the internal combustion engine (11) is changed to vary the temperature and flow of the exhaust gas, the temperature distribution of the heat transfer tubes (13) is allowed to match a preset temperature distribution and the input energy of the exhaust gas is converted into the output energy of the steam without consuming for the temperature variation of the heat transfer tubes (13) to increase the transient response of the steam temperature and, even if the operating condition of the internal combustion engine is changed, the temperature of the steam generated in the heat exchanger can be controlled to a target temperature with a good response.
