PROBLEM TO BE SOLVED: To provide a soft vinyl chloride resin composite film material which can form a heat-fused part having stable flame-proofing properties and good heat-creep resistance. SOLUTION: Both side soft vinyl chloride resin substrate layers containing (1) 5-50 phr of antimony trioxide, (2) (a) 40-90 phr of di-n-alkyl phthalate at least 420 in molecular weight, an adipic acid polyester plasticizer, isodecyl adipate, or trioctyl phosphate, and (b) 50-150 phr of an ethylene-vinyl acetate or ethylene-acrylate copolymer into which CO is introduced, or (c) a mixture of 90 phr or below of the plasticizer (a) and 150 phr or below of the copolymer (b) are formed on both sides of a fiber cloth ground fabric. Both side acrylic resin intermediate layers are formed on the substrate layers, and fluororesin surface layers are formed on the intermediate layers.
