PROBLEM TO BE SOLVED: To provide a method and device for electrifying and an electrophotographic device in which high-quality images with little image defect can be obtained at high temperature and high humidity and excellent safety is obtained for repeated use. SOLUTION: The electrifying device uses the method for electrifying by bringing an electrifying member into contact with an electrophotographic photoreceptor having a base coating layer containing at least a polyvinylidene fluoride resin or polyvinyldene fluoride copolymer resin and a photosensitive layer on a conductive supporting body. The electrophotographic device is equipped with the above electrifying device.
