PROBLEM TO BE SOLVED: To reduce power consumption during standby by preventing reverse current from a secondary battery to a secondary voltage control part when there is no AC input and eliminating power consumption by a dummy resistor which prevents oscillation stop of PWM control circuit due to load change when driving the load. SOLUTION: A transistor 50 is disposed as a switching element serially connected to the drive power supply line of a secondary voltage control part 24. A rectifier/filter circuit 40 is connected to a secondary coil 10B of a converter transformer 10, besides a rectifier/filter circuit 20 comprising a diode 21 and a capacitor 22 for the output line. On/off control of the transistor 50 is performed with the rectifier output by the rectifier/filter circuit 40.
