PROBLEM TO BE SOLVED: To provide a sheet punching device and a sheet punching method capable of processing at high speed, preventing occurrence of miss feed in the halfway of feeding and reducing costs by downsizing the equipment. SOLUTION: This sheet punching device is provided with a sheet feeding part 10 which feeds a sheet material 30 to either one direction, a male cutter 14 which moves on a rotational orbit and performs a punching process of the sheet material 30, a rotation part 16 which rotates the male cutter 14 in the either one direction along the rotational orbit, and a crank part 26 which forces the male cutter 14 to reciprocate and move along a feeding direction of the sheet material 30. The sheet material 30 is continuously punched by rotating the male cutter 14 while feeding the sheet material 30.
