PROBLEM TO BE SOLVED: To use ability as a voltage control apparatus to the utmost by ensuring an allowance of a controlled variable of its own voltage control apparatus in cooperation with other voltage control apparatuses, in a power system wherein a plurality of voltage control apparatuses are installed. SOLUTION: A control portion 31 which changes a voltage command value for the other voltage control apparatuses to V2ref', and controls the voltage of a second spot to a constant value; and a correcting part 32 which is for correcting a target voltage and is composed of a computing part 37 which computes an effective power flow Q2 at a second spot on the basis of a voltage V2 and a current I2 detected at the second spot where the other voltage control apparatuses are installed, a computing part 38 which computes the voltage V1' of a first spot where the own voltage control apparatus is installed, on the basis of these power flows and the voltage V2 of the second spot, and a determining part 39 which determines a quantity of correction V2a for a preset target voltage V2ref for the second spot from the computed voltage V1'; are provided, and an allowance for the controlled variable of the own voltage control apparatus is ensured.
