Hair growth inhibitors containing as the active ingredients herb drugs selected from among Phellodendron bark, houttuy nia cordata THUNB., rice bran,Morus bombycis KOIDZ., Cop tis rhizome , thyme,Persicae semen, , Pyrola japonica KLENZE, Calendula offcinalis), wild rose and melissa or extracts thereof. Various skin-care compositions for external use such as cosmetics are prepared by mixing these active ingredients with other aqueous phase components and oily phase components in a conventional manner.
