PROBLEM TO BE SOLVED: To provide an occupant restraining device capable of surely preventing a submarine phenomenon when a collision occurs and of easily manufacturing and assembling without enlarging in weight and size. SOLUTION: In order to prevent an occupant from slipping frontward from the lower part of a seat belt when the collision occurs, this occupant restraining device is provided with a pair of casings which are fixed to left and right seat frames at the front part of a seat cushion, arms whose base end part sides are pivotally provided at the front ends of these casings, a horizontal member which is spanned across left and right arm free ends, and a power generator which is received by at least either one side of the left and right casings and drives the horizontal member so as to lift upward when the collision occurs. The casing is provided with a main body member which has a plate-like part having length in the longitudinal direction and extending in the vertical direction and upper and lower flanges extending from the upper and lower ends of the plate-like member to the horizontal direction, and a lid member which is connected to the free ends of the both flanges in order to delimitate the easing having a closing outline in cooperation with the main body member, as a result, assembling direction is unified sideways and assembling easiness is improved.
