PROBLEM TO BE SOLVED: To provide a low-cost banknote handling device capable of establishing an accurate transporting speed of a transport path and an accurate tape accommodating or payoff speed when banknotes are accommodated one by one at the time of deposition and are paid off one by one in payment, which ensures unlikelihood of jam occurrence. SOLUTION: The banknote treating device is composed of a banknote transporting means 10, wheel driving means 111 and reel driving means 107 and takes up a tape T and rewinds between a wheel 105 and a reel 106 by driving these means, and thereby paying-off is made in such a way that the banknotes 15 are taken up on the tape and wheel and the taken-up tape on the wheel 105 is rewound to the reel, wherein the initial diameter of the reel and the tape moving speed are calculated from the cumulated value of pulses generated by an encoder 115 and the cumulated value of pulses generated by another encoder 114, and the wheel driving means 111 and reel driving means 107 are controlled so that the obtained moving speed becomes the set speed value. Jamming is prevented by making the set speed slightly different from the speed of the banknote transporting means.
