PROBLEM TO BE SOLVED: To prevent fraudulent reading and rewriting of information in a recording medium used in dispensing processing of a game medium. SOLUTION: Data DA with high necessity for prevention of fraudulent reading, such as a balance value, out of card information D0 registered in a card information file of a card unit and a card vending machine for issuing a card, are encrypted with a cryptography key Xn-m peculiar to the device and card. The encrypted data D'A and data DB for temporal collation, including a card issuing stand number and a card ID number of the rest, are next encrypted with a cryptography key XC common to each device and recorded on an information recording part of the card.
