PROBLEM TO BE SOLVED: To prevent a disaster in a downstream area by making stormwater permeate into ground during a concentrated torrential rainfall. SOLUTION: An intermediate member and a corner member are connected together as indicated in an assumed site plan. Characteristically, the installation of a settlement preventing pedestal 3 makes the unevenness of ground surface and members eliminated, and the rain water collected in a retarding groove 3 is guided to a permeable opening so as to permeate into the ground.
