PROBLEM TO BE SOLVED: To enable assembling work of a part to a steering column in a fixed position by a worker, and reduce a burden of labor to the worker while work efficiency is improved. SOLUTION: This device, supporting a turn table 3 of horizontal surface rotatably around a perpendicular axial line onto a base stand 1 and mounting a movable base 5 supporting a steering column W on the turn table 3 through a hinge in a parallel position relating to a turn table surface and so as to tilt at a required angle by turning upward, is provided with a cylinder 4 driving the turn table 3 rotated for rotating it and a cylinder 9 for operating the movable base 5 in a horizontal position and a tilt position, and a foot switch 15 controlling the cylinder 4 for rotating the turn table and the cylinder 9 for operating the movable base is arranged to approach the front position of the base stand 1.
