PROBLEM TO BE SOLVED: To obtain a composition capable of making a transparent film having both hygroscopicity and anti-stick quality of drops and good water resistance and to provide a composite material having the composition. SOLUTION: This composition for forming a film is obtained by mixing respective suitable amounts of citric acid which is carboxylic acid-containing compound, nitric acid that is a catalyst, a mixed solvent of distilled water with ethyl alcohol which are solvents polyvinylalcohol that is a vinylalcohol- containing water absorbing organic polymer and, as necessary, formaldehyde which is an aldehyde compound and reacting these components by heating. The resultant film has both hygroscopicity and anti-stick quality of drops and further good water resistance.
