PURPOSE: A security message transmission system and a method thereof are provided to confirm whether a user is authenticated and transmit an encoded message suitable in the confirmed result. CONSTITUTION: A mail server(131) processes a transmitting/receiving of an electronic mail. A database(133) stores and manages data necessary in the transmitting/receiving of an electronic mail and a security process. A mail encoding engine(132) controls all transmitting/receiving messages, scans a transmitting/receiving anti-virus, and performs a symmetric and secure multi-purpose internet extensions encoding operation. The mail encoding engine(132) automatically decodes an encoded message. The mail encoding engine(132) has an exceptional situation recognition function according to a security manager's permission. The mail encoding engine(132) processes a discriminative message according to a user class.
