PURPOSE: An apparatus and method for allocating a common channel in a CDMA mobile communication system is provided to efficiently use a common channel by transmitting information a serving radio network controller stores to a drift radio network controller in selecting the common channel, and by enabling the drift radio network controller to determine the common channel suitable for a user terminal. CONSTITUTION: An SRNC(Serving Radio Network Controller) determines a service parameter to be transmitted to a DRNC(Drift Radio Network Controller) among service parameters included in a RAB(Radio Access Bearer) parameter message according that the message is received from a CN(Core Network)(201). The SRNC includes the service parameters determined in an RNSAP(Radio Network Subsystem Application Part) signaling message and transmits the message to the DRNC(202). The SRNC receives an RNSAP response signaling message from the DRNC(203). The SRNC analyses the message received and detects information included in the RNSAP message(204). The SRNC receives an RRC(Radio Resource Control) response message. The SRNC transmits/receives data from the CN and the DRNC(205).
