PROBLEM TO BE SOLVED: To provide a communication system that realizes both the improvement of the throughput of a base station and impartial assignment of communication resources for users. SOLUTION: A portable terminal 61 obtains reception quality of itself on the basis of a signal received from the base station 62, generates a reception quality message denoting the reception quality and transmits the message to the base station 62. The base station 62, however, calculates a mean value as a representative value of the reception quality as to the portable terminals 61, on the basis of the reception quality message from the portable terminals 61 and assigns a communication resource to any of the portable terminals 61, when the reception quality represented by the reception quality message from any of the portable terminals 61 is greater than the mean value.
