PROBLEM TO BE SOLVED: To provide a communication terminal accommodation device, that uses a slave terminal in a master slave network as a terminal in a direct connection type network, as it is. SOLUTION: A control right acquisition section 205 of the communication terminal accommodation device 101 acquires communication transfer right in the direct connection type network. A 1st scheduling section 203 assigns a communication resource to a terminal in the direct connection type network, after the acquisition of the control right. A 2nd scheduling section 204 arbitrates communication, so as not to cause contention and collision of the communication resources in both the communications of the direct connection type network and the master slave network, in cooperation with the 1st scheduling section 203 and assigns the communication resource to the terminal in the master slave network.
