PROBLEM TO BE SOLVED: To obtain an anionic matte electrodeposition coating material composition giving moderate matte external appearances, excellent in storage stability and capable of forming a coating film excellent in adhesion, hardness, and the like. SOLUTION: This anionic matte electrodeposition coating material composition comprises (I) a water-soluble or water-dispersible acrylic resin, (II) a water- based urethane graft resin obtained by copolymerizing an unsaturated polyurethane resin (A) and a polymerizable unsaturated monomer in a ratio of 2-70 wt.% to 30-98 wt.% and (III) a crosslinking agent, where the compounding ratio of the acrylic resin (I), the water-based urethane graft resin (II) and the crosslinking agent (III) are 10-60 wt.% for (I), 5-30 wt.% for (II) and 10-60 wt.% for (III), based on the total of the resin solids content of these.
