PURPOSE: To provide a sequence circuit that avoids a rise in a negative power supply level to reset a word line at the start-up of power supply so as to reduce the current consumption and a semiconductor device that utilizes the sequence circuit. CONSTITUTION: The semiconductor device having the word line reset to a negative level when it is not selected is provided with the sequence circuit (23, 24, 26) that clamps the word line to a prescribed level until a prescribed power supply voltage applied to a memory cell connected to the word line reaches the prescribed level.
