PROBLEM TO BE SOLVED: To find a static characteristic parameter as a load state change by filter computing according to the change in sampling data to dispense with manual judgement of effective accident data from the data to simplify the observation. SOLUTION: A data file (binary) obtained from statistical processing is taken in (S31) and allocated (S32) to an instantaneous voltage V-current I channel memory space for storing the data, and effective values of effective electric power Pn, ineffective electric power Qn, and voltage V are converted from the data so as to be stored in a memory as an array (S33). It is determined whether the data passes a filter computing result to accidental point data having the data or not (S34), and if the data passes the filter computing result, the data are determined to be effective and written in a file for every measurement point.
