PROBLEM TO BE SOLVED: To provide a media coder and a media decoder that can composite and reproduce a plurality of media signals without time deviations. SOLUTION: The media coder individually codes image signals in the unit of partial images A-D to generate an image coded stream, inserts a time stamp respectively in common to the image coded stream and frame numbers to the image coded stream, assembles the resulting image coded stream into packets, multiplexes the packets and provides an output of the result as partial image data. The media decoder demultiplexes and extracts the image coded stream from a plurality of the partial image data, decodes the stream, and corrects a time deviation between the decoded signals by referring to the frame number time stamp so as to match the time base among the divided image signals.
