PROBLEM TO BE SOLVED: To provide a tire characteristics determining device capable of determining tire characteristics such as reduction of air pressure or abrasion at high precision. SOLUTION: A road surfaceμgradient of a right and a left driving wheel is estimated by road surfaceμgradient estimating means 16R and 16L based on wheel speed of the right and the left driving wheels. A dynamic load radius of each wheel is derived by a dynamic load radius operating means 18 based on wheel speed of each wheel. An evaluation function for determining a tire state is derived by an evaluation function deriving means 20 based on the estimated road surfaceμgradient and the derived dynamic load radius. The tire state is determined by a tire characteristics difference determining means 22 based on the derived evaluation function.
