PROBLEM TO BE SOLVED: To solve the problem of difficulty in operation because the data in a buffer is processed by pointer management, when the read or write operation of the conventional FDD is subjected to forced stoppage during the execution thereof. SOLUTION: This controller has the buffer 104, which stores the data of an FD, an encoding/decoding section 103 which reads the data body of the FD in a sector unit, analyzes sector formats, transfers the data body to a buffer and writes the data body stored in the buffer by sector formatting in the sector units into the FD, a buffer management section 105 which reads/writes the data of the buffer, a host interface section 106 which transfers the data from a host to the buffer management section or transfers the data from the buffer management section to the host and a CPU 107, which controls the encoding/ decoding section and the host interface section. The data management to the buffer 104 by the buffer management section is made always in the sector unit.
