PROBLEM TO BE SOLVED: To prepare a cosmetic having excellent prophylactic and symptom- ameliorating effects on pigmentation such as fleckles and also containing a new bleaching ingredient of high safety to the skin. SOLUTION: This cosmetic is such one as to be formulated with an extract from a plant belonging to the genus Arcangelicia, Menispermaceae family.
