PROBLEM TO BE SOLVED: To provide a method for construction of water shielding sheets at a waste storage facility, having a double-layer structure and capable of completely preventing leakage of water to the soil in the waste storage facility even if they are broken. SOLUTION: The method is for laying water shielding sheets to be laid in a waste storage facility in order to prevent leakage of water in the storage part to soil. The water shielding sheets 2a, 2b are made to have a double-layer structure by interposing a water permeable layer 3 made of a flexible and continuously porous body or a corrugated plate-like body and the water permeable layer 3 is communicated with atmospheric air in the upper end parts of the water shielding sheets 2a, 2b and the water leaking out of the water permeable layer 3 is collected and discharged. The inside of the water permeable layer 3 is kept at a lower pressure than that in the storage part. When the ground side water shielding sheet 2b of double-layer structure water shielding sheets 2a, 2b of the waste storage facility is broken and the water leakage takes place, the water leakage is detected by a detection system.
