PROBLEM TO BE SOLVED: To provide a valve opening and closing timing control device capable of shortening the time before the functioning of a relative rotation control mechanism when starting an internal combustion engine. SOLUTION: In a valve opening and closing timing control device provided with a relative rotation control mechanism (comprising a first control mechanism A1 and a second control mechanism A2) which controls the relative rotation of a housing member 30 and a rotor member 20 at an intermediate locking phase position between the most advance timing phase position and the most retard timing phase position in a locked state, an auxiliary control mechanism B is provided, which is activated according to the supply and discharge of hydraulic fluid to and from a hydraulic circuit and allows the relative rotation of the housing member 30 and the rotor member 20 in an unlocked state and controls only the relative rotation of the rotor member 20 to the retard timing side in relation to the housing member 30 at a set phase position between the housing member 30 and the intermediate lock phase position in a locked state.
