PROBLEM TO BE SOLVED: To provide a method for producing at a low cost a material which is inoculated with nodule bacteria having excellent formability of root nodules and excellent survivability in inoculated soil, and which can be stored at an ordinary temperature with no need for a germ-reduced state or a low temperature state. SOLUTION: A soil aggregate derived from soil having an excellent aggregate structure, e.g. volcanic ash, is sterilized as a carrier for inoculation. Thereafter, the soil aggregate is inoculated and mixed with a suspension of nodule bacteria of a kidney bean, a soybean, a peanut, etc., so that the quantity of the suspension is 50% of the maximum water capacity of the soil aggregate. The nodule bacteria held by a carrier comprising the soil aggregate are cultured e.g. at 30 deg.C for 2 weeks until they reach a starvation-survival stage. The soil aggregate which holds nodule bacteria reaching the starvation-survival stage is dried at 20 deg.C for 10 days, and thus the material for inoculating nodule bacteria is produced. This material is applied to directly under et al. the seeds of Leguminosae.
