PROBLEM TO BE SOLVED: To provide a plasma display device driven by alternating current capable of driving stably by preventing diffusion of impurity gas from MgO film, with long life. SOLUTION: A maintaining electrode 12, and a bus electrode 13, are arranged on a front glass substrate 11, and a dielectric layer 14, a MgO layer 15, and a Mg layer 16a are arranged sequentially on the above, therefore, the pole- shaped gap on the surface of the MgO layer 15 is blocked, and an adsorption of impurities inside the gap, or the diffusion of impurities from the MgO layer 15 is prevented. In the next place, a heat treatment of 300 deg.C or more lasting more than 30 minutes in oxygen atmosphere, is applied to the substrate 11. By the above, the Mg layer 16a is oxidized to become a MgO layer 16b, and activated, and the MgO layer 15 and the MgO layer 16b are made to function as protecting films.
