PROBLEM TO BE SOLVED: To provide a device and a method for processing an image, automatically obtaining a threshold value for performing image analysis processing. SOLUTION: A central processor 1 has a position determining means 101 for determining the image pickup position of a photographed object; an image pickup means 102 for picking up an image in the determined position; a storage means 103 for storing the picked-up image in a frame memory 2; a display means 104 for displaying the picked-up image; a region assigning means 105 for assigning a threshold value computing region, which is a region for computing a threshold value, to the displayed picked-up image; a wavelet conversion means 107 for performing wavelet conversion to the picked-up image; and a threshold value computing means 108 for computing the threshold value from an image data value in the region assigned by the region assigning means 105.
