PROBLEM TO BE SOLVED: To provide an inexpensive entry management system connecting an entry management device and an entry management server via the Internet by using an IC card hardly inflicted with forgery or falsification. SOLUTION: The entry management device 2 confirms whether a user is the principal or not by comparing the biometric information of the user with the biometric information from the IC card 5 and transmits the electronic certificate stored in the IC card to the entry management server 7 via the Internet if it confirms the user as the principal. The entry management server 7 judges whether the received electronic certificate is genuine or not by solving the electronic signature by a secret key held by the IC card and the electronic signature of an electronic certificate issuer. If the certificate is genuine, it judges whether the entry of the user is feasible or not by retrieving the user information 8 stored on the database. If the entry is feasible, it notifies the entry management device 2 of entry feasibility. Upon receiving the notification, the entry management device controls a door controller 44 to open a door.
