PROBLEM TO BE SOLVED: To obtain a water-soluble cold rolling oil for steel plates, which gives a coolant having good stability and excellent plate-out resistance and scarcely staining mills. SOLUTION: This water-soluble cold rolling oil for steel plates is characterized by containing at least one of a polyoxyethylenepolyoxypropylenealkyl- alkylenediamine represented by formula (D or (2) [R1 is a 12 to 18C alkyl; R2 is a 12 to 18C alkenyl; (n) is an integer of 2 or 3; (a) and (b) are each an integer of 1 to 6; and (a)+(b) is 3 to 12] and an acid salt thereof.
