PURPOSE: A composition method of a traffic safety equipment stand using waste tires and waste vinyl is provided to improve shock-absorbency of waste tires and to prevent environmental pollution caused by industrial wastes by disposing of wastes. CONSTITUTION: The composition method of a traffic safety equipment stand using waste tires and waste vinyl comprises the steps of: boring 4-8 holes in the upper and lower, right and left bottom grounding parts and sidewalls of a waste tire for a support(1) and a waster tire for a post(2); installing a post stand(5) to the holes of the upper and lower bottom grounding parts; installing a connecting waste tire(3) and a ring-shaped waste tire(4) to the remaining holes of the right and left bottom grounding part and the sidewalls by using a connector or a connecting rope and a bolt(7a), a nut(7b), attaching a multipurpose bracket(8) for setting a signboard or a banner and an exterior cover to the outside of installation; and filling up a lower space and a gap of waste tires with a filler(9) made by mixing a waste vinyl solution and water-soluble paraffin.
