PROBLEM TO BE SOLVED: To provide a measuring device and measuring method capable of easily and precisely measuring the vibration of the outer shape itself or outer diameter of a shaft with a simple structure. SOLUTION: This measuring device for shaft comprises a retaining means for retaining the shaft rotatably around its axis; an axial vibration measuring means for measuring the axial vibration quantities Gαand Gγin reference positions Fαand Fγwhich are the retained parts of the shaft; a radius measuring means for measuring the apparent radius from a reference axial line A in the measuring position Fβof the shaft; a rotating phase detecting means for detecting the rotating phase about the axis of the shaft; and an arithmetic means 7 for calculating the slippage Gβof the reference axis A in the measuring position Fβof the shaft from an actual central axis C from the axial vibration quantities Gαand Gγ, and calculating the radius of the shaft from the actual central axis C, taking the apparent radius measured so as to cancel the slippage quantity Gβinto consideration.
