PROBLEM TO BE SOLVED: To provide a rubber composition for use in inner liners that allows pneumatic tires to have good air permeation resistance, resistance to fatigue from flexing and processability as well as improved low-temperature durability, and that makes it possible for the tire to reduce the weight, and to provide a pneumatic tire using the composition. SOLUTION: This rubber composition for use in inner liners comprises a rubber component composed of (A) 65-95 wt.% of a butyl rubber comprising >=40 wt.% of a halogenated butyl rubber, 5-25 wt.% of an epichlorohydrin rubber and 0-30 wt.% of a conjugated diene rubber, and (B) a layered or planar inorganic filler. A pneumatic tire is prepared by using the composition for an inner liner thereof.
