PURPOSE: A method for constructing a technology portal site and a system thereof are provided to select an idea and project having the technical value, to develop the selected idea and project to a commercial technology, and to sell the developed technology to a needing company. CONSTITUTION: The method comprise steps of constructing an idea/project public subscription service to estimate the technical value of applied ideas and projects by linked with a technical appraisal consulting company and to select the ideas and projects having technical value above a specific standard, constructing an intellectual property right obtainment and consulting service to link the service with a law office according to the intellectual property right obtain obtainment of selected ideas and projects and to execute consulting to the ideas and projects according to promoting commercialization, constructing a researcher selecting service, a technology processing service to process the selected ideas and projects to a commercial technology through the research in a designated term, and constructing a bidding service to bid the technology by packing the processed technology, and the related consulting data and intellectual property right.
