PROBLEM TO BE SOLVED: To provide an apparatus for operating to make and break a switch installed on a pole, having a new structure which achieves remote operation from the ground or adjacent area, and to provide a method for operating the apparatus. SOLUTION: In the apparatus for actuating for and breaking of the switch installed on the pole, both ends of an operating cable 2 with a prescribed length are connected to both ends of a handle 92 for actuating making and breaking of the section switch 91, and the cable is let hung. Folded part of the cable 2 is put between engaged parts 22, 22 for pulling the cable provided, to keep a distance which exceeds at least a stroke length for operating of the handle 92 for making and breaking. A hooked part 21 of the cable is wound onto a winding wheel 31 of a winding apparatus 3 and the overall cable 2 is in a state of tension, while a mechanism 4 for temporarily stopping rotation, which enables locking and unlocking of the wheel from the outside, is built into the apparatus 3.
