PROBLEM TO BE SOLVED: To provide a road monitoring camera device where the monitoring work of the damaged situation of a road is saved, a program for judging a road state is not made to be complicated and the erroneous judgment of the road damage is reduced. SOLUTION: Since the exposure time of picture of the road, which is photographed by a first on-vehicle camera 12, becomes 1/60(s), the picture becomes the average one which is optically averaged. A control part 10 obtains average picture data being the average of the luminance of the average picture. When it becomes out of a reference data range as the result of the comparison of average picture data and a reference data range, the road damage is considered to be existent and a second on-vehicle camera 28 photographs the road. The picture of the road, which is photographed by the second on-vehicle camera 28, is recorded by a recording part 26. Since the program for obtaining the average picture becomes unnecessary, the program is prevented from becoming complicated.
