PROBLEM TO BE SOLVED: To provide a transmission power control system which can detect a state in which a number of mobile stations do not satisfy demanded quality for a fixed time due to increasing interference. SOLUTION: Receivers 11-1 to 11-N respectively demodulate signals received from mobile stations 2-1 to 2-N, and demodulators 12-1 to 12-N demodulate information signals from the demodulated signals. From the demodulated signal, an S/N of a demodulated signal measured by S/N measuring circuits 14-1 to 14-N, and a TPC bit produced by TPC bit producing circuits 15-1 to 15-N, a transmission power control state monitoring circuit 13 detects a state in which a number of mobile stations 2-1 to 2-N do not satisfy demanded quality for a fixed time. |
