PROBLEM TO BE SOLVED: To provide a wet type developing device where reverse migration of toner due to injection of reverse charge can be evaded. SOLUTION: When the toner is electrically migrated within liquid developer that is stuck in a gap G2 from a charging belt 64 side to a developing belt 51b side that is a developer carrier, in order to prevent the injection of the reverse charge from the charging belt 64 to the toner, a surface of the charging belt 64 is covered by a negative flow rectifying layer where only negative charge that is the normal polarity of the toner is allowed to pass.
