PROBLEM TO BE SOLVED: To provide an electrostatic charging member which is free of the occurrence of static charge defect due to local unevenness of the close contact force of a multiple layer tube being formed simultaneously and the defect of the close contact of interlayers, a processing cartridge provided with the charging member, and to provide an an electrophotographic device. SOLUTION: In an electrostatic charging member that a core bar, a foamed elastic body layer on the core bar periphery, and an functional multiple layer tube obtained by simultaneously forming the functional layer of plural layers are coated on the foamed elastic body layer periphery, the close contact force between the respective layers of the functional plural layer tubes is >=200 N/m.
