PURPOSE: A method for manufacturing high carbon molten steel in converter is provided to manufacture high carbon molten steel by consistently measuring carbon content after charging a mixture of low and high phosphorus hot metals into the converter, and computing additional and total oxygen blowing volume at the same time. CONSTITUTION: The method for manufacturing high carbon molten steel in converter comprises the steps of mixing low phosphorus hot metal which phosphorus content is reduced to 0.04 wt.% or less by passing through pretreatment step in a torpedo or ladle with high phosphorus hot metal of which phosphorus content is maintained to 0.1 wt.% by not passing through the pretreatment step so that phosphorus content of a mixture is maintained to 0.06 wt.% or less; measuring carbon content in the carbon content range of 0.8 to 1.2 wt.% using a sub lance in the state that blowing operation is initiated after charging iron scrap and a mixed hot metal having phosphorus content of 0.06 wt.% or less into the converter; obtaining an additional oxygen blowing volume using an expression, additional oxygen blowing volume (Nm¬3)=£target carbon content(%)-carbon content measured by sublance(%)|/100xcharging amount of hot metal(ton)x1,000,000(g/ton)/12(g/mole)/2x22.4(L/mole)/1000(L/Nm¬3)=(target carbon content-carbon content measured by sub lance)xcharging amount of hot metalx9.3, when carbon content is measured by the sub lance; and obtaining the total oxygen blowing volume using an expression of £additional oxygen blowing volume(Nm¬3)+oxygen blowing volume at sub lance measuring time point(Nm¬3)| if the additional oxygen blowing volume is obtained, and stopping blowing operation at a time point when the total oxygen blowing volume is blown.
