PROBLEM TO BE SOLVED: To provide a valve element opening and closing device capable of easily performing opening and closing operation by the use of an auxiliary device even in the case where a ball valve or the like is buried in a comparatively deep position. SOLUTION: In this valve element opening and closing device, a valve element is rotated around a horizontal valve shaft to perform opening and closing. The valve opening and closing device is provided with a valve element opening and closing lever 21 having a lever base end part 22 secured to the valve shaft 16 projected from a valve casing 12 and a lever part 23 extended in the radial direction of the valve shaft from the lever base end part 22, and operating member engaging parts 25a, 25b for engaging an operating member 24 for indirectly operating the valve element opening and closing lever 21.
