PROBLEM TO BE SOLVED: To provide a fixing device having a rotary member for heat ray fixing which is made smaller in the thickness of a heat ray absorption layer and has a structure to protect the heat ray absorption layer. SOLUTION: This fixing device is characterized in that the rotary member for heat ray fixing of a roll form is formed by providing the same with a cylindrical translucent substrate internally having a heat ray irradiating means for emitting heat rays and having translucency to the heat rays, a cylindrical translucent elastic layer having the translucency to the heat rays on the outer side of the translucent substrate, the heat ray absorption layer for absorbing the heat rays on the outer side of the translucent elastic layer, a resin layer for protecting the heat ray absorption layer on the outer side of the heat ray absorption layer.
