PROBLEM TO BE SOLVED: To provide a portable distress signal device and a life vest provided with the device. SOLUTION: The distress signal device 1 is provided with a balloon 7, a rope 8 and an expansion device 9. The balloon 7 is disposed at a division area in the non-expanded state and has a flexible wall. The balloon 7 is usually made of rubber or other plastic materials and is expanded to be able to provide a buoyancy. The balloon 7 can be an orange color or other optional visual color according to a definition of respective countries. The rope 8 connects the balloon 7 to an inner wall of a container 2. The rope 8 can be made of steel wire or other optional wire of strong fiber and pulls up the balloon 7 floated. A length of the rope 8 should be sufficiently long such that a rescue can discover a victim attached with a distance. A bag of the device 1 can be sewn to a front chest of the life vest.
