PROBLEM TO BE SOLVED: To solve the problem that only a completely matching place name wins a success by information retrieval using a place name and this is not flexible. SOLUTION: An input part 12 obtains a retrieval term from a user. A place name extraction part 14 extracts a place name from the retrieval term and informs a place name selection part 16 of it. The place name selection part 16 selects the place that the place name indicates and the names of places nearby it from a place name table 26 and a retrieval expression setting part 18 sets a retrieval expression having those place names as OR conditions. A retrieval part 20 retrieves information according to the retrieval expression.
